VST_PATH it's a environment variable, you usually may set into your user's shell profile (~/.bashrc) if you want it permanent, otherwise you just try from the command line:
and there launch a DSSI host like qtractor under the same terminal console session.

ps. my knowledge about dssi-vst goes about there and stop. let you know that i don't recommend the use of dssi-vst at all, because it's about running windows plugins in wine and neither the plugin vendor nor me will help you if you run into trouble. and you will, in no time (hope it doesn't wipe your disk or else ;))
