rtirq update - 2024 third edition

Hello y'all!

An update to rtirq is now being released:

• Dropped duplicated PID printing from stop messages.
• Vastly simplified rtirq status output.
• Version 20240905-48.1

Packages are here available and also from the repos:

nb. the rtirq init-script/systemd-service makes sense only on real-time preemptive (PREEMPT_RT) or threadirqs boot enabled GNU/Linux kernels.
