by now, you must know, that MIDI file's tempo map gets honored and imported only iif it's the first MIDI content to get loaded into the current session; if the current session already has one or more MIDI tracks, no matter if they're empty with no clips yet, the tempo map from the MIDI file being imported is simply discarded.
