Yes, FLAC audio file support comes through libsndfile, which in turn should wrap to libFLAC. On my openSUSE 11.x boxes, libsndfile 1.0.17 is what I have in stock and there's a libFLAC binding alright (with some issues though). I think your newer libsndfile 1.0.18 was not built with all full support or it was dropped somehow in the process.
