As for the user experience, I think it's a perfectly understandable, predictable and even desirable behavior.
Because there will be times when you will copy it with the intention of "cloning" it, but most of the time it will be to edit it and you use the copy/move simply as a shortcut to avoid going to the drop-down menu.
