as long you get all those X11/xcb and Qt libraries installed, i don't know why not.
as you might infer, i'm not really into ARM these days--there was once a little venture on nokia n900 & maemo.org, re. qmidictl but, quite honestly, that was it.
you can even frame me on par to recent Linus' stance. whatever.
anyway, though, there were several success stories over the past years...
i just don't know how's that going on nowadays
but let's not disdain the issue.
there's a dozen steps to make it to ARM karma, so to speak: first you need a nice linux kernel up and running, with all ALSA goodies, which obviously must include your target audio device driver, right? then next step is about making JACK working with minimal reliability, say low-latency w/o xruns, yada, yada--making jackd -r48000 -p256 -n3 to run that way is a sensible good-enough target, remember that; now, when you get all that solved, you may run for the senate, and make X11 and Qt5 to your promises; after that is probably a matter of some minor tweaks--on the compile/build chain--and a lot of patience to put qtractor (or any other qstuff* for that mater) to pump and show off all its glory! :)
hth.
cheers
