meanwhile, have you notice that you can drag-and-drop (copy/move) plugin instances across mixer track strips, preserving each respective settings or presets ? yes, you'll have to make it one by one though. but it's a start ;)

what use case and actually does it mean "load/save plugins+presets" that isn't already coped by a general open/save session as a whole?
