So while it certainly does work as expected, I now understand how dangerous this can be since the feature really does depend on where exactly the cursor is positioned within the mixer. If the cursor is over a slider, the slider wins.
I could see this adding the intended value but only if by holding down shift, scroll wheel motions were tied exclusively to window scrolling.
If that's too crazy (maybe it is), I'd kill my idea for the greater good of mankind and mixes everywhere.

any sliders on any mixer strips do take precedence; as also the value entry spin-boxes and any direct access controls you may have on the plugin list-boxes.
it could be tamed but far from _innocuous_ and probably nor worth the effort... I think it's wiser to revert this change and let you alone to scroll horizontally by using the mouse-wheel on the scroll-bars (aka elevators).
